Take the image you want and crop it into an icon.
Now, I don't like the fact that Vincent is such a blue color, so I'm going to make it a lighter. Right click your base and duplicate it, then press [Shift + Ctrl + U] on the duplicated layer. Set the desaturated layer to Lighten 100%.
Yay! He's less blue! But I'm going to make him a little more less blue. So go to "Layer => New Adjustment Layer => Channel Mixer". Input the following settings to your settings.

Red: +104, -4, +14
Green: +2, +96, +6
Blue: 0, 0, +100
Now I'm going to start making the background of Vincent a slight purple. Go to "Layer => New Adjustment Layer => Color Balance". Input the following settings to your settings.

Midtones: -5, -13, -10
Time to make it a little bit darker. Go to "Layer => New Adjustment Layer => Levels". Input the following settings to your settings.

RGB:
Input: 24, 0.92, 255
Output: 0, 255
Red:
Input: 15, 1.15, 225
Output: 0, 255
Blue:
Input: 0, 0.96, 225
Output: 0, 255
Take this texture and set it to Multiply 100%.
Duplicate the texture of the previous step. Keep it at Multiply 100%.
Take the lense flare and place it under the previous layer. (All textures & adjustments, including this one, will go under the notepad looking mask.) Set it to Screen 100%. I moved the lense flare so that it looked like it was cradling Vincents' face. I also erased some parts of the flare that was covering his face.
Take this texture and set it to Multiply 100%. I erased the parts that were covering Vincents' face.
Take this texture and set it to Softlight 100%. I erased the parts that were covering Vincents' face.
Bleh. I don't like that bright red corner near Vincents' hand. It's too bright. Go to "Layer => New Adjustment Layer => Selective Coloring". Input the following settings to your settings.

Reds: +100, 0, 0, 0
Take this texture and set it to Screen 100%. The text has a slight pixel border around it, so I kind of blured it so it wouldn't show. If you would like to blur it, go to "Filter => Blur => Blur".
This is step is optional. I added Vincents' name to the icon so that the area on top of the previous texture, didn't look empty. My font was Grymmoire at 8pt. I right clicked the text layer, and went to Layer Properties. I then clicked on Outer Glow and set my glow color to #6C6C6C at 75%. I then changed the text layers' opacity to 61%.
