Take the image you want and crop it into an icon. This base was taken from Quiescent.
Too much of the green / yellow shade exposed! Right click your base and duplicate it, then press [Shift + Ctrl + U] on the duplicated layer. Set the desaturated layer to Softlight 100%.
Now for some levels. Go to "Layer => New Adjustment Layer => Levels". Input the following settings to your settings. IP stands for Input, and OP stands for Output.
Note: All Output Levels are default.

RGB: {IP: 0, 0.93, 225} {OP: 0, 255}
Red: {IP: 0, 1.04, 225} {OP: 0, 255}
Blue: {IP: 0, 1.05, 225} {OP: 0, 255}
Time to make Noctis go a blue/purple shade. Go to Layer => New Adjustment Layer => Curves and set it to the settings provided below. The 1st number will be the Input and the 2nd number will be the Output.

RGB: {47, 43} {120, 115} {176, 151}
Red: {77, 65} {139, 116} {177, 171}
Green: {93, 77} {148, 135} {194, 189}
Blue: {79, 92} {147, 157}
Go to Layer => New Adjustment Layer => Color Balance.

Shadows: +7, +2, +12
Midtones: +3, +7, -9
Highlights: -27, -9, -25
Go to Layer => New Adjustment Layer => Channel Mixer and set it to the settings provided below.

Red: +108, -4, -4, 0
Green: -4, +104, -6, 0
Blue: -6, +10, +94, 0
Add this texture and set it to Screen 100%.
Add this texture and set it to Screen 24%.
Add this final light texture, and set it to Screen 100%. I feathered the inside of the flare away, so that they outside is only remaining.
