Take the image you want and crop it into an icon. This image was taken from Etcetera.
Since this is a PNG file, the image will not be locked as a background image. Right click your base and duplicate it. Change the duplicated layer to Soft Light 100%
Take this texture and place it below the image. This will be a starting background.
Take this texture and place is below the image but above the blue texture and set it to Multiply 100%. ( All textures that follow this one until notified, will go below Ciel. )
Take this texture set it to Screen 100%.
This is the final texture that will go below Ciel, so take it and set it to Soft Light 100%.
Now go to Layer => New Adjustment Layer => Selective Color and set it to the settings provided below. This coloring is a little bit crazy since it was done some time ago. This layer will go above Ciel's two layers.

Reds: -100, +100, +100, +100
Yellows: +100, +100, -100, +100
Greens: +100, +100, -100, +100
Cyans: -100, +100, +100, +100
Blues: +100, -9, +100, 0
Magentas: +100, +100, -100, +100
Whites: +100, +100, +100, 0
Add this texture and set it to Multiply 100%. I feathered an small area around Ciels' face to make it lighter. ( All textures that follow this one until notified, will go above Ciel. )
Add this texture and set it to Saturation 100%.
Add this texture and set it to Screen 100%.
Add this final texture, and set it to Screen 100%.
